Strange. The Joomla 4+5 translations should be available via https://joomla.crowdin.com/cms
When I login into https://crowdin.com and search with https://crowdin.com/projects#advanced-search for "Joomla", I only see Joomla 3 translations and other Joomla projects.
The Joomla 4+5 translations are only available at https://joomla.crowdin.com/cms
I don't know why that link does not work for you, or what you can do to solve it.
If you have access to a VPN, maybe you could try to use that?
